Ottawa City Council Approves All-Night Dance Events By-Law Update

Ottawa City Council is modernizing business rules and reducing red tape by making it easier for licensed nightlife spaces to host all-night dance events.
Previously, event organizers had to apply for a separate license for every all-night dance event (defined as events with music, live or recorded, held between 3am and 9am). Approval for this license required multiple reviews, inspections and a fee for each event.
Now, through a motion passed by City Council on June 24, 2026, licensed entertainment venues (e.g. nightclubs and event spaces) can apply annually for an authorization, instead of getting a license for every individual all-night dance event.
Once approved, venues can host multiple events as part of their normal operations, as long as they:
- Provide plans for safety, security, and capacity;
- Ensure proper ventilation, lighting, and access to water and washrooms;
- Maintain insurance and follow all City by-laws;
- Submit key details (like event timing and staffing) ahead of each event.
With these updates to the by-law, the City maintains oversight. Authorization can be revoked if rules aren’t followed, and safety requirements remain in place.
On the licensing by-law update, Nightlife Commissioner Mathieu Grondin comments:
“This change represents an important shift in how we think about nightlife in Ottawa, moving from treating late-night programming as an exception to recognizing it as a vital part of our cultural and economic infrastructure. By creating a more predictable framework for venues to plan and invest, we are opening new opportunities for artists, businesses, residents, and visitors to experience a more vibrant city after dark. This removes barriers to experimentation, strengthens our creative ecosystem, benefits emerging local artists and creative workers and moves Ottawa closer to a 24-hour city model that can compete as an international destination.”
This change directly supports Ottawa’s Nightlife Economy Action Plan by reducing red tape for nightlife establishments, encouraging late-night activity, supporting nighttime economic growth and modernizing operations to reflect evolving nightlife governance by embracing change, without compromising public safety.
